Regulations Relating to the Trade in Rhinoceros Horn, 2020. Government Notice no. 626 of 2020.

These Regulations are made by the Minister of Environment, Foresty and Fisheries in accordance with the National Environmental Management: Biodiversity Act, 2004. The Regulations are aimed to restrict certain activities relating to rhinoceros horn especially, the selling, giving, donating, buying, receiving, accepting as a gift or donation of rhinoceros horn within the country’s borders, and the export or re-export of rhinoceros horn from the country. Among the several Regulations restricting the domestic dealing of rhinoceros horns, the Regulations allow dealings with only horns which are 5cm or more in length, irrespective of weight of the horn, and of course, subject to a permit. The Regulations provides extensively for the requirements to obtain a permit in respect of dealing with rhinoceros horns and the conditions to be met for the issuance of permits. There are similar provisions relating to the restrictions on the export or re-export of rhinoceros horn; a person may only export or re-export a horn which are 5cm or more in length, subject to the grant of a permit. The Regulations provide steep penalties for the contravention of its provisions, including imprisonment for as long as 5 years and high fines.
