White Paper on the Conservation and Sustainable Use of South Africa’s Biodiversity 2023.

This White Paper on Conservation and Sustainable Use of South Africa's Biodiversity is a comprehensive national policy aimed at promoting the preservation of biodiversity and the ecological infrastructure crucial for ecosystem functioning, livelihoods, and the well-being of both people and nature. It seeks to guide the country towards sustainable development, taking into account South Africa's historical, socio-economic, and environmental context. The document highlights the significant role of the biodiversity sector in South Africa's economy and advocates for strengthened conservation efforts, sustainable use, fair access, and equitable sharing of the benefits derived from biodiversity. This approach aligns with the Vision of fostering an inclusive, transformed society living in harmony with nature, where biodiversity conservation and sustainable use support healthy ecosystems and provide improved benefits that are fairly and equitably shared across present and future generations. In particular, the document (i) emphasizes the importance of integrated and effective conservation practices, as well as the need for enhanced means of implementation to address challenges such as biodiversity loss, land degradation, and climate change; (ii) highlights the importance of promoting humane practices towards wild animals and ecosystems, supporting in-situ and ex-situ conservation efforts, and preventing ecological degradation; (iii) addresses issues such as fragmented conservation responsibilities, duplication of efforts, and underfunded mandates that hinder effective conservation and sustainable use.
The White Paper outlines four primary goals (1) Enhanced biodiversity conservation, ensuring the preservation of all biological diversity and its components; (2) Sustainable use of biodiversity, supporting thriving land and seascapes, ecosystems, livelihoods, and human well-being, while upholding a duty of care to avoid, minimize, or remedy adverse impacts on biodiversity; (3) Equitable access and sharing of the benefits derived from the use and development of South Africa's genetic and biological resources, without compromising national interests; (4) Transformed biodiversity conservation and sustainable use, upholding the environmental rights outlined in Section 24 of the Constitution, facilitating redress, and promoting transformation. Additionally, the White Paper identifies two cross-cutting enablers (1) Achieving integrated policy and practice across government and ensuring the effective implementation of Multilateral Environmental Agreements; (2) Expanding and developing the capacity to effectively conserve biodiversity, manage its use and benefits, and address factors threatening biodiversity.
The White Paper promotes a mission toward sustainable practices, where everyone enjoys a high quality of life supported by a nurturing earth aiming to achieve the following high-level strategic outcomes (i) create a solid foundation for biodiversity conservation, sustainable use, and equitable growth in the biodiversity economy; (ii) emphasize a duty of care for biodiversity conservation that benefits both current and future generations; (iii) merge environmental, social, and economic aspects of sustainable use to advance overall sustainable development; (iv) use protected and conservation areas as effective mechanisms to promote sustainable rural development; (v) drive a transformative process within the sector, fostering sustainable nature-based access and benefit flows for equitable and inclusive socio-economic growth and development; (vi) strengthen South Africa's international reputation in biodiversity conservation and sustainable use, while promoting African coherence and unity.
