Compulsory Standards Act, 2017 (No. 3 of 2017).

This Act establishes the he Zambia Compulsory Standards Agency and provides with respect to its functions, powers, administration, etc. The Act also empowers the Minister to declare a Zambian National Standard or a provision of a Zambian National Standard to be a compulsory standard. This shall be done by statutory instrument on the recommendation of the Board, where it is necessary or expedient to do so in respect of a commodity or service to promote public safety, health, consumer protection or environmental protection. The Minister may also- (a) publish any specification or code of practice established in relation to an export commodity; (b) declare any specification or code of practice established in relation to an export commodity to be a compulsory export standard; (c) in consultation with Cabinet, where there is a direct and immediate threat to the environment or human or animal life or health, adopt an emergency compulsory standard. A person aggrieved with the decision of the Agency under this Act may appeal to the Minister within thirty days of the receipt of the decision of the Agency.
