Emergency (Essential Supplies and Services) Regulations, 1988 (SI 38 of 1988).

These Regulations, consisting of 11 articles, are designed to (i) establish a framework for managing essential supplies and services during a state of emergency; (ii) assert the government's authority to oversee essential services and supplies, enabling swift actions to maintain order and control resources; (iii) balance the need for government intervention with the rights of individuals and businesses impacted by such measures.
Applicable throughout the Republic, the Regulations grant the government broad powers to act decisively in cases involving the revocation of licenses under the Trades Licensing Act. Key provisions include (i) the authority to confiscate goods and commodities from non-citizens or companies whose licenses have been revoked; (ii) the disposal of these goods, which is to be determined by the President; (iii) compensation payments by the Minister responsible for finance, calculated based on the purchase price of the goods, with disputes over compensation amounts subject to referral to the National Assembly; (iv) the empowerment of authorized personnel to enter and search properties without a warrant to ensure compliance with the Regulations.
