Abstract
These Regulations, consisting of 10 articles, aim to promote environmental responsibility by encouraging businesses to take proactive steps in managing the environmental impacts of their products and contributing to a more sustainable future. The document establishes a framework for extended producer responsibility (EPR), requiring producers to be accountable for the environmental effects of their products throughout their lifecycle, including waste reduction, financial contributions, and labeling requirements. Part II details the principles of extended producer responsibility, including (i) granting the Zambia Environmental Management Agency (ZEMA) the authority to specify products or product categories and the corresponding producer responsibility measures; (ii) highlighting the importance of public awareness programs to educate the public about the health and environmental impacts of waste; and (iii) prohibiting the manufacture, trade, and distribution of plastic carrier and flat bags that do not meet Zambian standards. Part III outlines the registration process for individuals or entities intending to manufacture, retail, import, trade, or commercially distribute specified packaging materials or products. It stipulates that (i) applications for registration must be submitted to ZEMA; (ii) the Agency will issue a permit if the applicant meets all the requirements; (iii) those already engaged in these activities must apply for a permit within six months from the specified date.
