Abstract
These Regulations, consisting of 21 articles, are designed to integrate environmental considerations into the planning and decision-making processes for policies, plans, and programs that may adversely affect environmental management or the utilization of natural resources. They aim to balance development needs with environmental protection, ensuring that decisions are well-informed. Key objectives of a strategic environmental assessment (SEA) under these Regulations include evaluating the interconnections between environmental, economic, and social factors; enhancing public and stakeholder participation; defining the influence zone of a policy; proposing strategic mitigation measures; ensuring alignment with sustainable planning; assessing transboundary impacts; establishing baselines for future assessments; maintaining consistency in policy development; and promoting sustainable development. To achieve these goals, the Regulations mandate that proponents prepare a comprehensive SEA report. This report must include several essential components: a non-technical summary, an introduction outlining the scope and methodology, and a description of the proposed policy or plan, including its objectives, alternatives, and implementation strategies. The report must also provide an environmental analysis, assessing baseline conditions, legal frameworks, stakeholder engagement, and potential impacts. Furthermore, proponents are required to recommend changes to the proposed initiatives, outline mitigation measures, and incorporate climate change assessments. Once the SEA report is approved, proponents must submit an initial monitoring and evaluation report within 36 months of implementation.
