Abstract
This Fisheries and Livestock Strategic Plan for the years 2020 - 2021 is a nationwide sectoral document aiming at (i) outlining the strategic objectives to be employed in the Fisheries and Livestock to address priorities set in the Seventh National Development Plan (7NDP); (ii) providing the Ministry with guidance for the implementation of fisheries and livestock programs; (iii) addressing emerging issues in the fisheries and livestock subsector. Furthermore, the Plan is to be considered a building block for attaining Vision 2030 for the Ministry of being "A smart and value-centered Ministry of Fisheries and Livestock" committed to facilitate the development of fisheries and livestock to contribute to sustainable food, nutrition security and income generation. The Ministry has identified 4 strategic themes, focused on (1) production and productivity; (2) agribusiness and marketing development; (3) healthy animal population; and (4) high quality services. Within these strategic themes, the following 12 strategic objectives have been formulated (i) enhance sustainable fisheries and livestock production and productivity; (ii) promote fisheries and livestock stocking and restocking; (iii) strengthen fisheries and livestock Research and Development; (iv) enhance fisheries and livestock extension and advisory service delivery; (v) enhance animal health management; (vi) improve animal welfare; (vii) enhance fisheries and livestock value chain; (viii) improve access to finance for production and export; (ix) strengthen the Policy and legislative framework; (x) improve institutional and operational capacity; (xi) improve infrastructure and equipment; (xii) enhance fisheries and livestock Information Management System.
To make agriculture and fisheries more productive and sustainable the following measures need to be taken (i) promotion of non–conventional livestock production; (ii) promotion of sustainable apiculture; (iii) promotion of agricultural input supply management; (iv) enhancing disease prevention and control to reduce occurrences of animal diseases; (v) development of animal identification and traceability system; (vi) enhancing animal drugs and vaccines production; (vii) enhancing animal disease diagnosis; (viii) develop quarantine facilities; (ix) establish fisheries and livestock information management systems; (x) enhancing investment in fisheries and livestock production systems; (xi) enhancing aquaculture production; (xii) enhancing surveillance systems; (xiii) enhancing biosecurity programs; (xiv) enhancing Application of Indigenous Knowledge and Practices.
Rural poverty can be tackled through the one livestock unit per rural household program and the promotion of the "pass on the gift" concept.
To enhance more inclusive and effective agricultural and food systems, it will be necessary to (i) promote coordination among stakeholders in extension and advisory services; (ii) strengthen farmer registration and categorization; (iii) strengthen farmer research and extension linkage; (iv) promote institutional cooperation on animal welfare; (v) encourage and promote agro and forest-based processing and manufacturing; (vi) provide agri-business development services; (vii) promote value chain linkages; (viii) promote fisheries and livestock product diversification; (ix) develop agricultural finance product; (x) promote export financing and insurance; (xi) enhance product standardization and quality; (xii) develop fish markets.
The resilience of livelihoods to disasters caan be increased by (i) promoting stocking of fisheries protected areas; (ii) develop and implement an Anti-Microbial Resistance (AMR) and maintain AMR level below the maximum; (iii) establish fisheries and livestock early warning systems.
As for Governance, the Strategic Plan aims at improving the institutional and operational capacity through (i) improving financial accountability; (ii) broadening financial resource base; (iii) improving operational effectiveness and efficiency; (iv) reviewing the organizational structure; (v) strengthening performance management system; (vi) establishing an Integrity Committee; and (vii) strengthening staff training and development.
