Abstract
This Plan sets key priorities and objectives to address the district’s development challenges and enhance the well-being of its citizens. It emphasizes the need for sustainable development practices that balance the demands of economic growth with the protection of natural resources and the welfare of the community. At the core of the plan is the aim to enhance economic development through diversified sectors such as agriculture, industry, and services. The agricultural sector, particularly livestock and aquaculture, is prioritized, along with the promotion of small and medium-sized enterprises (SMEs) to stimulate local entrepreneurship and job creation. The plan also identifies tourism and mining as key sectors for economic diversification. To achieve these goals, the IDP emphasizes the need for improved access to markets, better infrastructure, and more effective business support systems.
It also prioritizes the expansion of basic services, such as access to clean water, sanitation, and energy. In addition, the improvement of public infrastructure such as healthcare facilities, schools, and ICT systems is considered crucial for raising living standards and supporting both the economy and human capital development. It includes measures to address environmental sustainability, focusing on sustainable land, water, and forest resource management. It aims to build resilience against the impacts of climate change by promoting sustainable farming practices, improving water conservation, and investing in reforestation.
A particular focus is given to effective governance. The Plan outlines the importance of strengthening local governance structures and improving institutional capacity to deliver services efficiently. It calls for better coordination between local government, the private sector, and community-based organizations, as well as increased public-private partnerships (PPPs) to mobilize resources for development. A transparent and accountable system is proposed to ensure that resources are used effectively and that progress is regularly monitored. The plan incorporates a monitoring and evaluation system to track progress and ensure that the objectives are met. Funding for the plan is proposed through a combination of government allocations, private sector investments, and international development aid, alongside local resource mobilization.
