These By-laws establish a Waste Management Unit of the Lusaka City Council, provides for the control of collection and disposal of solid waste in Lusaka, defines duties of producers of waste and of waste managers, defines the ownership of waste and prohibits the burning of waste within the boundaries of a Waste Management District. The By-laws apply to all waste that is not fluid including hazardous waste.
