Abstract
These Regulations implement provisions of the Mines and Minerals Development Act, 2015 with respect to a wide variety of matters such as: organization of mining cadastre offices; application for, or grant or renewal of a mining right or a non-mining right; renewal of mining right and a mineral processing licence; alteration of exploration or mining area; abandonment of mining right area; various matters relating to survey, mapping and certification. Applications for authorizations shall include and Environmental Management Plan (which shall include proposals for prevention of pollution, treatment of waste, protection and reclamation of land and water resources and for eliminating or minimizing adverse effects on environment). The holder of a grant of an exploration licence shall permanently preserve or make safe any water boreholes and surrender water rights on expiry of licence and observe various environmental protection obligations.
The central mining cadastre office in Lusaka shall administer mining rights and mineral processing licences. Large scale mining rights may also regard radioactive materials. Non-mining rights shall include the right to acquire, store, transport or sell radioactive materials.
