Ministry of Agriculture Strategic Plan 2022-2026.

This Strategic Plan serves as a comprehensive sectoral blueprint spanning a five-year period, delineating the Agriculture Ministry's strategic priorities. It is harmonized with the Eighth National Development Plan (8NDP) and the Comprehensive Agriculture Transformation Support Programme (CATSP). The primary objective of this document is to expedite the realization of Government policies concerning sustainable agricultural development, enhancement of crop production and productivity for a diversified, competitive, and sustainable agricultural sector, promotion of agricultural exports, job creation, and poverty reduction. Emphasizing the significance of fostering public-private partnerships, it also advocates for heightened investments in agricultural research and development, extension services, outreach initiatives, and improved processing and market accessibility.
The Ministry of Agriculture has devised a comprehensive operational framework, centering on the theme of "A Smart and Value-Centred Ministry ensuring Food, Nutrition, and Income Security." This vision is pursued through three key themes, each with specific strategic focuses and outcomes: (1) augmenting agricultural production and productivity for sustainable agricultural growth; (2) fostering partnerships to ensure effective stakeholder coordination; (3) attaining operational excellence for efficient service delivery. To excel in these thematic areas, the Ministry of Agriculture has articulated its mission: to facilitate Agriculture Production and Productivity for a diversified, competitive, and sustainable agricultural sector. This mission is underpinned by core values such as excellence, integrity, transparency, accountability, teamwork, and impartiality. In line with this mission, the Ministry of Agriculture is dedicated to a set of Strategic Objectives aimed at improving service delivery: (i) enhance agricultural production and productivity; (ii) enhance agribusiness focused on improving the agriculture value chains; (iii) advance agriculture research and development; (iv) strengthen stakeholder coordination; (v) improve financial management; (vi) upgrade operational management systems; (vii) develop human capital; and (viii) upgrade institutional infrastructure, tools, and equipment.
The responsibility of formulating and executing the Operational Plan, along with providing progress reports to Management by December each year, lies with the Policy and Planning Directorate. This Operational Plan will serve as the foundation for assessing the performance of the Ministry of Agriculture at three levels: individual, departmental, and institutional.
