Abstract
This National Climate Change Learning Strategy is a multisectoral document aiming to strengthen individual and institutional systemic capacities of the energy, health, forestry, agriculture, and education sectors to enable them to deliver climate change learning and contribute to the implementation of the NDC and NAPs and, subsequently, towards a resilient Zambia by 2030. It examines learning and skills development needs for the concerned sectors to respond to the impact of climate change. The energy, forestry, and agriculture sectors were identified as priority sectors in the Nationally Determined Contribution (NDC), while the education sector was identified as key to knowledge and skills delivery. The health sector is also affected by climate change, increasing the risk of illness through variations in weather patterns. The Strategy aims to address the challenge of strengthening climate change mitigation and adaptation measures. Each of the five sectors (energy, health, forestry, agriculture, and education) will deal with the following 3 national priority actions (1) awareness raising and knowledge strengthening; (2) individual and institutional capacity building; (3) mainstreaming climate change learning into the priority sector policies and systems in the short, medium and long-terms.
The main strategies to achieve the objectives across the 5 key sectors are as follows: In the Energy sector, strategies include Sensitization and Awareness through public campaigns on energy-efficient and renewable technologies; Capacity Building by training individuals and institutions in the fabrication, installation, and maintenance of cleaner energy technologies; and Policy Integration to mainstream climate change into energy strategies and policies. For Forestry, key strategies involve Public Awareness to improve understanding of climate change effects on forests via campaigns and workshops; Sustainable Practices through training on sustainable forestry management and establishing tree nurseries; and Policy Mainstreaming to integrate climate change into forestry policies and training programs. In Agriculture, strategies focus on the Promotion of Climate-Smart Agriculture by developing and disseminating messages on successful projects; Capacity Building to strengthen agricultural training institutes in integrating climate change into their programs; and Policy Development to mainstream climate change into agricultural strategies and policies. In the Health sector, strategies comprise Awareness Campaigns via national workshops and IEC material design to highlight the link between climate change and health, Curriculum Integration by reviewing health training curricula to include climate change content, and Policy Mainstreaming through developing strategies and policies for climate change integration into the health sector. Finally, in Education, strategies include Youth Engagement through competitions and dialogue platforms; Teacher Training to integrate climate change into the education system, and Curriculum Development by implementing teaching and learning materials to facilitate climate change learning integration at various levels.
