This National Industrial Policy (NIP) serves as a comprehensive blueprint, delineating the government's strategic approach to advancing the industrial development of the country aiming at transforming Zambia from a producer and exporter of primary products into a net exporter of value added goods utilising local primary resources with increased citizens’ participation. This document outlines guidelines that will shape the execution of the government's industrial development agenda by 2030, with a specific focus on fostering the growth, diversification, upgrading, and competitiveness of Zambia's manufacturing sector. Anticipated outcomes of the National Industrial Policy include driving a transformative process aimed at delivering sustainable jobs, promoting equitable growth, and reducing poverty on a wide scale. Key elements encompass the establishment of new industrial capacity, diversification of production, creation of inter-sectoral and inter-industry linkages, formation of cooperatives across value chains, development of industry-specific skills, and the shift of economic activity towards higher value-added pursuits. Successful policy implementation is expected to enhance citizen involvement in wealth and job creation by facilitating linkages, encouraging value chain development, and establishing a diversified industrial base centered around priority sectors. Ultimately, a diversified, innovative, and globally competitive industrial base, characterized by extensive citizen participation, is deemed essential for ensuring the sustained growth of the economy.
The document's strategic goals encompass (i) elevating the manufacturing sector's growth from an average of 5% to 20% and increasing its contribution to GDP from 8% to 15%; (ii) achieving 100% employment growth within the manufacturing sector; (iii) supporting the development and implementation of the Industrial Upgrading and Modernization Programme; (iv) promoting the efficient use of domestic raw materials in industrial processes; (v) fostering the growth of Cooperatives and Micro, Small, and Medium Enterprises in industrial development; (vi) facilitating the production of high-quality Zambian goods; (vii) advocating for environmentally sustainable industrial production practices; (viii) augmenting realized domestic and foreign direct investment in priority sectors; and (ix) mainstreaming cross-cutting issues such as HIV and AIDS, Gender, Youth, and Disability in the industrialization agenda.
