Abstract
This National Productivity Policy stands as a comprehensive blueprint grounded in the principle that fostering productivity growth is essential for sustained socio-economic development. Recognizing its pivotal role in generating high incomes and government revenue, crucial for elevating living standards and addressing developmental inequalities, productivity growth has been identified as a critical enabler in both Vision 2030 and the Seventh National Development Plan (7NDP). The Policy serves as a strategic mechanism to expedite socio-economic development and translate these advancements into tangible improvements in people's standard of living. Among its objectives, the policy aims to (i) promote a shared understanding of productivity by enhancing awareness and building the productive capacity of individuals and organizations across all economic sectors; (ii) catalyze concerted efforts to elevate national productivity levels; (iii) provide a comprehensive coordinating framework; (iv) establish a foundation for achieving the dual objectives of economic prosperity and enhanced quality of life for the Zambian population; and (v) facilitate effective coordination of productivity improvement initiatives across diverse sectors and institutions. Recognizing productivity's cross-cutting nature, the Policy underscores the importance of developing a critical mass of knowledge, skills, and attitudes as the bedrock for sustained productivity growth. It also outlines a robust legal and institutional framework to facilitate efficient networking and coordination among key stakeholders, defining and clarifying their respective roles and responsibilities in promoting productivity throughout the country.
