Plant Pests and Diseases (Fumigation) Regulations, 2001.

These Regulations aim to ensure the effective and safe fumigation of bagged commodities to protect against plant pests and diseases, safeguarding agricultural produce and promoting compliance with industry standards. Emphasizing the significance of proper fumigation practices in ensuring the safety and quality of agricultural products, the Regulations cover several key points, including (i) preparation of stacks for fumigation; (ii) calculation of required outlets; (iii) selection of suitable piping layouts; (iv) arrangement of jets and connections to filters and cylinders; (v) covering stacks with fumigation sheets. Safety measures such as conducting thorough hazard checks, posting warning notices, and erecting safety barriers in larger storage areas are also outlined. Moreover, the regulations mandate fumigators to be registered and adhere to specific dosage and gas concentration requirements during fumigation. Certificates of fumigation must be issued after each process, detailing the type of fumigant used, dosage, gas concentration, exposure period, and other relevant information. Applicants seeking fumigator registration must provide comprehensive information about their equipment, including fumigation sheets, gas masks, canisters, gas detection equipment, repair materials, safety gear, and other essential tools. The Regulations further delineate the registration process, including the designation of a certified fumigator and potential examinations or inspections to demonstrate competency. The four attached Schedules contain crucial information pertaining to the articles, including (i) specified fees (Schedule 1), (ii) designated equipment (Schedule 3), and (iii) Codes of Practice addressing various issues.
