Public Procurement Act, No. 8 of 2020.

This Act consisting of 113 articles organized into eleven Parts aims to promote transparency, accountability, and efficiency in public procurement processes, ensuring fair competition and value for money in the expenditure of public funds. The Act requires the Zambia Public Procurement Authority - the authority established under the repeled Act that oversees public procurement, ensuring transparency, efficiency, and fairness. Its functions include regulation, monitoring, recommending improvements, providing technical support, investigating complaints, promoting private sector participation, and maintaining procurement data and information dissemination - to submit an annual report to the Minister within ninety days after the end of the financial year, detailing its activities and financial affairs. This report must include audited financial statements and any other information requested by the Minister. Additionally, the Act includes provisions for the transfer of assets, rights, liabilities, and obligations to the Authority. It also establishes a process for resolving disputes related to procurement, requiring procuring entities to issue a written decision within ten working days after receiving an application.
