Abstract
The Binga Rural District Council (Communal and Resettlement Land) (Land Use and Conservation) By-laws, made under the terms of Section 90 (4) of the Rural District Councils Act, shall apply to communal and resettlement land within the Binga Rural District Council area. The Council shall prepare a plan for the area under the control of a village development committee, a headmen or group of village development committees or headmen where such headmen or village development committee or group of headmen or development committees request the council to do so. The text is divided into sixteen thematic Sections, as follows: 1. Title; 2. Application; 3. Interpretation; 4. Preparation and adoption of plan; 5. Amendment of plan; 6. Contents of plan; 7. Protection of vegetation and natural resources; 8. Protection of wetland, stream banks and water storage works; 9. Conservation works; 10. Fencing and road signs; 11. Extraction of stones, sand and top soil; 12. Resettlement areas; 13. Burial; 14. Evidence; 15. Appointment of ward conservation enforcers; 16. Offences and penalties. Topics here covered are also regarding certain activities that are performed by local population and activities subject to possible measures (such as livestock, grazing-pastoralism, measures appropriate for the conservation and proper use of any wildlife in any grazing area, timber, fishing permits, extraction of sand, and other minerals, cultivation of undesignated or uncovered land, hunting or removal wildlife).
