Abstract
This Act makes provision for traditional local government. It provides for the appointment of Chiefs and Headmen, require the Minister to divide Communal Land into provinces, provide for the establishment of a Council of Chiefs for Communal Land and provincial assemblies and defines functions and powers of each of these public offices.
A Chief shall be the traditional head of the community and shall perform duties and functions accordingly. The Minister shall appoint a sufficient number of Headmen for each community to assist the Chief.
