Environmental Management (Prohibition of Lead in Paint and Coating Materials) Regulations, 2026 (S.I. 82 of 2026).

These Regulations, comprising 9 sections, apply to the manufacture, sale, distribution, importation, and exportation of all paints and similar coating materials intended for residential, commercial, institutional, industrial, or artistic applications. Manufacturers and importers of paint and coating materials must ensure that all products comply with the maximum permissible total lead concentration of 90 ppm before they are commercially distributed or imported. They are required to: (i) conduct testing of representative product formulations or product families for the first production or importation batch; (ii) maintain documentation demonstrating how the tested samples represent the relevant product family; (iii) issue and retain a Declaration of Conformity for each product or, where justified, for a product family; and (iv) make declarations and supporting test results available to the regulatory authority upon request. Importers relying on test results provided by foreign manufacturers may use such results to issue their own Declarations of Conformity, provided that they exercise due diligence to ensure compliance with the requirements of these Regulations. Such importers must obtain and maintain laboratory test records and attestations containing sufficient information on the testing procedures undertaken. Paint containers must be clearly labelled with the name and address of the manufacturer or importer, a statement confirming compliance with the 90 ppm lead content limit, and a batch number or production code that enables traceability to the relevant Declaration of Conformity.
