Abstract
The By-laws mandate the creation of environmental action plans and provide details on how the Council shall prepare and adopt them under section 95 of the Environmental Management Act. These plans are designed to address specific environmental issues within the council area and outline the measures to be taken to mitigate these issues. The by-laws also provide guidelines for the establishment and management of grazing and cultivation areas. This includes rules for rotational grazing, restrictions on the types of crops that can be grown, and measures to prevent soil erosion. Moreover, the document outlines measures for the conservation of natural resources, including wildlife, forests, and minerals. It also includes provisions for the sustainable use of these resources. The by-laws entail provisions for waste management. This includes rules for waste disposal, recycling, and the management of hazardous waste. Other measures entail the protection of water sources; these are rules for the construction of wells and boreholes, restrictions on activities near water sources, and measures to prevent water pollution. A particular attention is given to Environmental Impact Assessments; developers are required to consult with the council and submit environmental impact assessments for their projects. These assessments must include a description of the project, an assessment of its potential environmental impact, and a plan for mitigating this impact. In addition to environmental impact assessments, developers are also required to submit rehabilitation plans. These plans outline the steps that will be taken to restore the environment after the completion of the project. The document outlines various offences related to environmental mismanagement, such as illegal dumping of waste, destruction of natural habitats, and non-compliance with environmental action plans. The corresponding penalties for these offences are also specified. This part of the document establishes a comprehensive framework for environmental conservation and natural resource management within the Gwanda Rural District Council area. It aims to promote sustainable development and protect the environment for future generations.
