Abstract
The By-laws aim to regulate and control various environmental and natural resources conservation issues in the council area, such as the preparation and adoption of environmental action plans, environmental impact assessments, environmental rehabilitation works, burning of vegetation, invasive alien species, protection of wetlands, air pollution, solid and effluent waste management, mineral panning and mining, resettlement areas, allocation of arable land, plant, pest and diseases, appeals, and offences and penalties. The by-laws also specify the governance structure of stakeholders’ roles and responsibilities at council and provincial level.
