Abstract
The Mutoko Rural District Council (Control of Livestock) By-laws apply within the Council Area. Livestock in the By-laws includes large stock like cattle and horses, and small stock such as goats and pigs. The owner is defined as the person with lawful custody or control of the livestock. Commercial buying or selling of livestock requires a council permit, and private buyers must obtain a permit prior to purchase. Livestock movement requires clearance from police, council, and veterinary office. Stray livestock must be reported and may be impounded by the council, with penalties for non-compliance. Unclaimed stock can be auctioned, and offences related to stray stock may lead to fines or stock-theft charges.
