Examines extent to which program objectives or desired outcomes have been achieved. Will also measure factors that affect achievement and relationships between program implementation and measured outcomes. Systematic and objective assessment of an ongoing or completed project, program, of policy, and of its design, implementation and results, to determine the relevance and fulfilment of objectives, development efficiency, effectiveness, impact, and sustainability.
