This section highlights key considerations that a legislator or policymaker should take into account in the development or strengthening of a regulatory intervention to prevent plastics pollution. The considerations include: 

• a clear understanding of the problem to be addressed;
• objective(s) of the proposed intervention;
• the stakeholders to be engaged in developing the legislative intervention and how they will be involved;
• the appropriate regulatory approach and;
• legal drafting considerations such as objectives of the proposed legislation, activities to be regulated, how funds such as fines, license fees and penalties will be collected and used, institutional roles and responsibilities under the proposed legislation and how  these will be assigned, exemptions and phase-out periods.

While these considerations are not exhaustive, they provide a broad basis for developing an effective legislation for preventing and controlling pollution from plastics.
