Request description
Zimbabwe is among the countries highly vulnerable to the impacts of climate change. In response the country is party to the United Nations Framework Convention on Climate Change (UNFCCC) and its Paris Agreement. Under the Paris Agreement Zimbabwe commits to an ambitious, conditional 40% per capita greenhouse gas emissions reduction target by 2030 through the Nationally Determined Contributions (NDCs). Further, the country is finalizing its National Adaptation Plan (NAP) which comes with its financing strategy and M&E framework. Estimate costs of implementing Zimbabwe's NDC and NAP are US$4.8billion and US$10.3billion respectively by 2030. The envisaged Climate Change Management Bill aims to establish a National Climate Change Fund to support climate action in the country, leverage international climate finance, strengthen institutional arrangements climate action, data collection and sharing for reporting through the Biennial Transparency Reports (BTRs). The Bill will also facilitate carbon trading for mitigation actions with adaptation co-benefits, ensuring equitable benefit sharing. furthermore, the bill will endeavor to control excessive emissions of greenhouse gases. once the draft bill has been produced, it will be forwarded for consideration for approval by the Cabinet, parliament and President into Law.
