Law No. 14 on animal health and food safety.

This Law aims at ensuring public health, animal health, and the environment through measures related to food safety and veterinary control, incorporating principles of risk prevention, hygiene, and traceability. The law aims to ensure the free movement of safe products, the prevention of zoonoses, and the proper management of residues, while aligning Andorra with international sanitary standards.
The law is structured into six titles. It begins with general provisions defining objectives, terminology, and obligations of individuals and operators, including mandatory reporting of diseases and cooperation with authorities. Title II, the most extensive, regulates live animals and food, covering identification and registration, disease control, sanitary authorizations, labeling, traceability, official controls, and self-monitoring obligations. It also addresses animal feed, prohibited substances, waste management, and animal welfare. Subsequent titles govern inspection and control activities, the organization of official services, the role of the Central Public Health Laboratory, financial contributions for disease eradication and official controls, and the sanctioning regime for infringements.
Specifically, the law details obligations such as immediate notification of epizootic diseases, sanitary requirements for animal movements, and hygiene standards for food establishments. It mandates official and self-controls, establishes a National Food Safety Plan, and regulates the issuance of veterinary and sanitary certificates. Financial provisions include state contributions for urgent measures and eradication programs, as well as fees for registrations, authorizations, and inspections. The sanctioning system classifies infringements as minor, serious, or very serious, with fines ranging from €150 to €90,000 and possible closure of establishments in severe cases.
