National landscape strategy. Actions for the years 2012-2015.

Abstract
The National landscape strategy is a national cross-sectoral strategy of Andorra for the period 2012-2015. Its main objective is to improve the landscape and to integrate landscape in the set of sectoral policies of the country.
During 2010, the Government approved the development of Andorra's National Landscape Strategy (ENPA). The ENPA is the framework for the preservation, management and organization of the landscape until 2020 and is developed in a set of actions aimed at the conservation, maintenance and, where appropriate, the restoration of significant or characteristic aspects of the landscape.
The work carried out in the Forum lead to agree on a set of 50 actions organised in nine areas according to urgency and importance. The 21 most prioritised actions were chosen and planned for the four years 2012-2015. This document includes a standardised sheet for each of the 21 actions planned for 2012-2015 in which the action's objectives, motivation, description, development schedule and some additional observations are given. The sheets are the basis for the monitoring of each action.
Of these 21 actions, five are transversal and address all 7 landscape quality objectives. The transversal actions are: A. Promoting landscape improvement throughout the country by prioritising both natural and urban busiest roads and areas: 1. Establish periodic inventories of environmental and natural black spots landscapes. 2. Establish a periodic action plan to eliminate black spots. 3. Implement the planned actions. B. Create a national landscape commission. C. Developing landscape legislation. D. Promote the use of renewable energies with reduced environmental and landscape impact. E. Reviewing and developing the law on the strategic environmental assessment of plans and programmes and on the environmental impact of projects. The first three (inventory of landscape black spots, creation of the National Landscape Commission and creation of landscape legislation) are the starting point for the period 2012-2015.
The 7 landscape quality objectives are: 1: High-quality, well-preserved natural highland landscapes. 2: Revalued or enhanced rural landscapes. 3: High-quality, well-defined urban landscapes welcoming tourism and pleasant to live in. 4: Roads which respect morphology and which are more integrated in the landscape. 5: High-quality tourist and recreational facilities that respect the surrounding environment. 6: Diversified tourism that is aware of landscapes and their value and respects the surrounding environment. 7: A population that knows and loves Andorra's landscapes.
