Abstract
The National Landscape Strategy (ENPA) is a national crossectoral strategy of Andorra for a period of ten years starting from 2011. It establishes clear quality objectives and defines actions to be undertaken in a determined manner for the management, conservation and development of landscapes. Created following a process of participation by citizens and representatives of the different economic and social sectors, the National Landscape Strategy responds perfectly to the objectives of the Council of Europe's European Landscape Convention.
Considering that the landscape is the territory as perceived by the population, the text considered it essential that the opinion of the population be taken into account when formulating a landscape policy and strategy. For this reason, ENPA's first step was to organise a forum with citizen participation. The forum took place at the end of 2010 and was attended by almost 70 people from different parts of the country. They were administrators, representatives of professional associations and organisations, people from the business sector and other groups such as hikers, ecologists, hunters and NGOs. The deliberative method was chosen to allow interactions, debates and dialogues between the participants in order to reach a consensus and gather a maximum diversity of opinions.
Each group worked on a specific theme and began to validate the proposed objectives for their theme. The objectives were based on the recommendations of the work carried out by the Landscape Service for the preparation of the Andorran Landscape Catalogue. Each objective was divided into several sections. After the validation or reformulation of each objective and its sections, the participants proposed actions that would achieve the validated objectives. The proposed actions were collected and grouped according to similarity. In total, 99 actions were collected. People representing various sectors of society were asked to prioritise these actions according to importance and urgency.
Six of the main landscape quality objectives discussed during the Forum were defined on the basis of the recommendations of the Landscape Service. The seventh is a transversal objective that refers to the role of administrations and people in order for the other objectives to be effective. Strategic objective 1: High-quality and well-preserved natural highland landscapes. Strategic Objective 2: Rural landscapes revalued or enhanced. Strategic goal 3: High-quality, well-defined urban landscapes that are welcoming to tourism and at the same time pleasant to live in. Strategic objective 4: Roads that are more respectful of morphology and more integrated into the landscape Strategic objective. 5: Quality tourist and recreational facilities that respect the surrounding landscapes Strategic goal. 6: A diversified tourism that knows the landscapes and their values and respects them. Strategic objective 7: A population that knows and loves all the landscapes of Andorra.
