Abstract
The National landscape strategy - Actions for the years 2016-2020 is a national cross-sectoral strategy of Andorra for the period 2016-2020. The main objective of the Strategy, approved by the Government on 27 April 2011, is to be the framework for landscape conservation, management and planning, in the 2020 horizon. It is developed in objectives and a set of actions aimed at the conservation, arrangement and, where appropriate, the restoration of the significant aspects or characteristic of the Andorran landscape.
It is the result of a participation process coordinated by the Department of Environment in which participated about sixty people from the administrations and various economic and social sectors. In this forum, seven strategic quality objectives were defined for the landscapes of Andorra and one set of 99 actions to achieve them, which were prioritized by urgency and importance. Subsequently, the analysis of the actions has made it possible to determine a final set of 50 actions, eliminating some that were doubled or by grouping certain actions that could be combined.
The seven landscape quality objectives are described in detail by the text. The first three refer to the preservation and improvement of the country's three main landscape types, the next two are cross-cutting and relate to the country's roads and major tourist facilities and focus on making them more respectful of the landscape and the last two concern tourism and population knowledge and awareness.
For the period 2012-2015, the Government agreed to schedule the 21 actions it considers to be the most priority of the 50 identified. At the end of this period, after analysing the progress of the 21 programme actions of the first period and reprioritising the set of 50 initial actions, 22 actions were defined for the years 2016-2020, i.e. until the end of the National Landscape Strategy.
The text provides descriptive fact sheets for the 22 actions planned for the period 2016-2020. Each sheet includes a reference to the objective(s) linked to the action, its justification, a description, the agents involved in its implementation and the planned timetable for its realisation. The four actions in the last group (AT. 1 to AT. 4) are transversal and allow all the landscape quality objectives to be achieved.
