Cabinet Resolution No.42 of 2014 concerning the Implementing Regulations of the Federal Law No.9 of 2013 concerning Plant Genetic Resources for Food and Agriculture.

This Regulation consisting of 13 articles applies to (i) genetic resources for food and agriculture within or outside their natural habitats; (ii) knowledge, traditional practices and innovations associated with plant genetic resources for food and agriculture; and (iii) stakeholders and those dealing with plant genetic resources for food and agriculture, and related traditional knowledge and practices. A gene bank for plant genetic resources for food and agriculture will be established at the Ministry of Environment and water with the following tasks (i) conduct the inventory, documentation, preservation, classification, and evaluation of the genetic resources and plant breeds and their uses; (ii) record genetic resources and breeds; (iii) collect and preserve microbial groups used in local agriculture from different sources; (iv) prepare the necessary plans for the reproduction of endangered species; and (v) issue the prior permits to collect the genetic resources for food and agriculture, and traditional knowledge and practices of the local community. Prior approvals of a collection permit are determined by one of the following purposes (1) academic research permit (5 years); (2) commercial research permit (3 years); and (3) commercial exploitation permit (1 year). The Regulation deals also with (i) obligations of the collector; (ii) procedures for registration of plantations; and (iii) conditions for the collection of plant genetic resources for food and agriculture
