Abstract
This Law, comprising 21 articles, aims to (i) ensure the safety of products entering the State by establishing a legislative framework that aligns with international statutes, best practices, technical regulations, standards, and risk assessment reports; (ii) define the requirements for safe products, outline precautionary and remedial measures, and specify responsibilities for regulating both locally manufactured and imported products; (iii) safeguard the State’s economy, security, and environment from unsafe practices and non-compliant products that do not meet technical regulations and approved standards; (iv) facilitate trade between the State and international markets while promoting tourism and investment by enhancing confidence in market-traded products and strengthening the legislative foundation for standardization and quality control. Under Article 4, a product is considered safe if it complies with relevant laws, technical regulations, or approved safety standards. If these criteria are not met, the Ministry must review and accept a risk assessment report from an accredited entity. Additional safety factors include product characteristics, impact on other products, labeling, user instructions, and consumer risk categories. Article 6 establishes that the supplier must ensure that only safe products enter the State, maintain their safety during normal use, and take necessary measures if a product becomes unsafe over time. A supplier may file a written grievance with the Ministry within 10 working days of notification if their product is deemed non-compliant. Articles 8-14 outline the penalties for violations.
