Federal Law No. 38 of 1992 creating plant nurseries, and organizing the production, importation and circulation of layers.

This Law is composed of 12 articles. Article 1 gives definitions and terms. Article 2 defines competencies and duties of the Concerned Department at the Ministry of Agriculture and Fish Resources who shall define the basis for the creation of plant nurseries, sale places, varieties, categories, and requirements for the production, importation and circulation. In particular: (a) instructions and guidance to be followed for nursery breeding; (b) requirements, conditions and measures for the examination and control of nurseries; (c) measures to be taken against nurseries that do not comply to the provisions of this Law; and, (d) the measures to be taken against plant nurseries and sale places that do not comply with the provisions of this Law. The creation of plant nurseries, nursery sale places, transportation or production and importation of nurseries without a previous authorization, except for nurseries destined to universities and research centres, shall be prohibited (art. 3). All imported nurseries or destined to exportation are to be subject to quarantine measures (art. 5). All concerned persons residing in UAE shall settle their position according to the provisions of this Law within 6 months from the date of entry into force of it (art. 6). Article 8 deals with offences and penalties. Fees and royalties shall be fixed by a resolution of the Council of Ministries (art. 9). The Minister of Agriculture and Fish Resources shall issue the necessary resolutions and regulations for the implementation of this Law (art. 10).
