Abstract
This Law provides for the following: better management of land affairs in the Islamic Emirate of Afghanistan; solving problems resulting from land reforms implementation; management of property books; land registration; collection of statistics on properties to be used for economic and development plans of the Emirate; segregation of individual, Emirate, virgin, grazing and endowed lands; distribution of emirate lands; restoration of lands distributed unlawfully; and creation of a uniform and valid landholding system in the country.
The Law sets out procedures for the registration of title deeds and for their conditions.
The general land management department of the Ministry of Agriculture Livestock shall conduct the process of settlement and land administration from the technical and administration points of view, while the settlement commission will carry out the practical work.
The Law further provides for: land transfers and alterations; land leasing; pastures and endowed lands; distribution of virgin and arid lands; offences and penalties; etc.
