Abstract
The Regulation sets provisions to establish, register, and manage the activities of water users’ associations. The Regulation consists of 21 articles, divided into 6 Chapters: General Provisions (I); Establishment of Water Users’ Associations (II); Statute of Association (III); Duties of Ministry of Energy and Water (IV); Dissolution of an Association (V); Miscellaneous Provisions (VI). The main objectives of associations include: prevention of wastewater; protection of water resources; prevention of illegal use of water; management of water channels; reduction of adverse impacts of floods; monitoring the fair distribution of water; research and education; supporting the water supply institutions and rural communities; protection, maintenance and exploitation of water infrastructure. Any association, established by provisions of this Regulation, has an independent legal personality. To facilitate achievement of their goals and to increase the mutual collaboration amongst associations, water users’ associations may establish the union of associations. The Ministry of Energy and Water should facilitate the establishment and registration of water users’ associations and provide associations with necessary consultations.
