Abstract
The Law, consisting of 40 articles divided into seven Chapters, provides to enforce the principles of Article 9 of the Constitution of Afghanistan for the purpose of conservation, equitable distribution, and the efficient and sustainable use of water resources, strengthen the national economy and secure the rights of the water users, in accordance with the principles of Islamic jurisprudence and the praiseworthy customs and traditions of the people. The Law is divided as follows: General Provisions (Chap. 1); Management of the Use of Water Resources (Chap. 2); River Basin Agencies and Councils (Chap. 3); Use of Water (Chap. 4); Protecting Water Resources (Chap. 5); Dispute Resolution (Chap. 6); Final Provisions (Chap. 7).
