Abstract
This Regulation sets provisions to control the quality of water in the country. The Regulation consists of 37 articles, divided into 4 Chapters: General Provisions (I); Polluters of Water Resources (II); Duties of Ministries, Official Authorities, Non-governmental Authorities, and Individuals (III); Final Provisions (IV). The main objectives of the Regulation include: to determine water quality control’s standards; to prevent pollution of water resources; to provide canalization and discharge sewage services. Any activities which cause water pollution more than the permitted limit of national standards, are prohibited. Following activities by ministries and official authorities require the permit of Department of Environment: storage of coal and other mining materials; storage of explosives; establishment and development of oil products’ reserves; establishment of storage for destroyed equipment, used bottles and used tires; engine washing; storage of remaining materials of incinerators; establishment of industrial installations; construction of septic sewage tanks; establishment of animal husbandry farms; installation and development of drainage; storage of construction waste. The Ministry of Energy and Water shall prepare and update groundwater vulnerability maps and control regularly the quality of groundwater. The same Ministry is also responsible for: managing groundwater to prevent floods; storing water of water bodies; constructing installations and canals; transferring water; preventing salinization of freshwaters. The Department of Environment shall monitor the compliance with the provisions of this Regulation.
