Instruction nr. 1 dated 10 May 2024 on the procedures for granting temporary use of pasture territories, part of protected areas.

This Instruction here determines the procedure for granting the use of pasture territories as for those land parcels that are located inside protected areas. This text also sets the rules regarding the relations between municipalities and interested entities, as well as the approval of the standard contract according to Annex 1 (attached to this text). Responsible bodies shall each year, identify/determine all involved public and private pasture plots for use for grazing, in accordance with technical requirements of pasture land use. For the leasing of pasture territories, it is taken into consideration that the grazing activity: a) not to violate the natural and biological values and functions of the pasture territory; b) to be in harmony with the elements of biodiversity values that the pasture has; c) to carry out any maintenance work that is considered necessary to preserve the natural state and that brings about the improvement of the biological indicators of the pasture; d) to preserve the grass cover from overgrazing, contracting the number of livestock according to capacity pasture holders; e) grazing, rest and wintering of livestock, to be done by the interested subject in a system of generations alternating to enable the maintenance of the normal condition of the herbaceous vegetation.
