Regulation No. 146 date 13.3.2018 on the establishment, organization, and functioning of the regional agencies of veterinary service and plant protection.

This Regulation establishes four regional agencies of veterinary service and plant protection as legal entities within the ministry responsible for agriculture and located in Shkoder, Tirane, Vlore, and Elbasan. Further, the Regulation lays down the territorial jurisdiction of each agency and enumerates the duties and responsibilities intrinsic to their mission of implementing policies and strategies aiming at protecting human, animal, plant, and environmental health. The duties and responsibilities of the Veterinary Service at regional level include the enforcement of veterinary legislation, monitoring and reporting on the epidemiological situation of animal infective diseases, financial assistance for animal health and welfare, inspection of production, storage, trade, and usage of veterinary medical products, update of official registries of veterinary-related data, monitoring and inspection of biosafety, disinfection, and destruction of infected materials, etc. Whereas, the duties and responsibilities of the Plant Protection Service include monitoring of plants phytosanitary status, inspection and issuance of phytosanitary domestic or export certificates, monitoring of plants parasites, implementation of good practices in the plant protection domain, extension and information services for the farmers and public, etc. Regarding governance the Ministry of Agriculture and Rural Development, the Ministry of Finance, and the regional agencies of veterinary service and plant protection are the responsible institution for implementation and enforcement.
