Abstract
This Regulation lays down requirements and rules of procedure regarding the licensing of operators involved in the trading of oil and its by-products. The wholesale trading of oil and its by-products is conducted exclusively by companies established as Ltds and supplied with trading licenses by the National Center of Licensing. The Regulation consists of five parts: Licensing procedures for the wholesale trading of oil and its by-products (I); Licensing procedures for the retail of fuels, gas, and auto lubricant oils to the end consumer (II); Requirements for wholesale trading of oil and its by-products (III); Compliance with Technical Requirements (IV); and Final Provisions (V).
