Government Decision No. 1158 validating the requirements and content of flood hazards and flood prevention risk maps.

Flood hazard and flood risk maps are developed for each water basin area or separate river basin or its separate section or transboundary river basin section located in the territory of the Republic of Armenia and are defined in water basin management plans. Flood hazard maps and flood risk maps, as well as the conclusions derived from these maps, are the main components of water hazard risk management plans. For the development of flood hazard and flood risk maps, a preliminary risk assessment should be carried out to identify potential flood risks and define risk areas. Preliminary risk assessment is carried out based on available information, such as studies on long-term development, in particular the impact of climate change on flood occurrence. Based on the assessment, river basin maps are prepared at an appropriate scale, covering river basin and sub-basin boundaries and riparian areas, showing topography and land use, past floods that have had adverse effects on human health, the environment, cultural values and economic activities, as well as also the description of the areas where there is a possibility of similar phenomena in the future, including their flooding volumes and distribution areas or zones, the assessment of negative consequences. Flood hazard maps should cover the geographic areas that may be subject to flooding under the following scenarios: (a) floods with a low probability of occurrence; (b) floods of medium probability of occurrence; (c) floods with a high probability of occurrence. For each scenario flood hazard maps shall depict the following components: (a) flood surfaces; (b) water depths or water level; and (c) water flow rate.
