Water Code of the Republic of Armenia (Law No. HO-373-N).

This Code governs the management, use and protection of water resources and water systems in the Republic of Armenia. It establishes the legal framework for the preservation of the national water reserve, the use of water resources for public and economic needs, and the maintenance of environmental conditions in relation to water. It defines general concepts, the scope of application, and the objectives of water management, including the condition of surface and groundwater bodies.
The Code sets out the system of public authorities responsible for water relations, including national and basin-level bodies, and defines their respective competences. It regulates the development of national water policy, water programs and river basin management plans, as well as the maintenance of a water resources monitoring and information system. It includes provisions on public participation in water management processes.
It regulates the use of water through a system of permits for water use and water systems. It establishes conditions for the abstraction and use of surface water and groundwater, including the use of boreholes, and addresses specific uses such as water supply, industrial use and recreational use. It further regulates the management and use of state-owned water systems, the functioning of water users’ associations, and economic measures including water charges and allocation priorities.
The Code establishes requirements for water quality and regulates the discharge of wastewater, including restrictions and conditions applicable to sewerage systems and water bodies. It contains provisions on transboundary water resources, flood-related measures and the operation and safety of hydraulic structures. It also provides for monitoring, supervision and enforcement of water legislation, including administrative proceedings and liability for violations, and sets out final and transitional provisions.
