Abstract
This Government Decision establishes the procedure for cleaning the beds of water resources to remove household waste, sediment and other objects obstructing natural flow. The Ministry of Environment is designated as the authorized body to coordinate these activities. The regulation mandates the creation and maintenance of a Digital 3D Registry of riverbeds containing data on river characteristics including longitudinal and transverse sections, coordinates and flow dynamics. This registry is integrated with the national geoportal.
Annual priority cleaning plans are developed based on registry data and hydrological forecasts. Cleaning works are performed by contracted organizations on minimum three-year terms. Technical requirements for sediment accumulation systems specify they must ensure unobstructed fish migration and be constructed of non-polluting materials. Activities resulting in changes to the bed, flow, or banks require a water-use permit, except when performed exclusively for flood prevention, which is defined as free water use. The regulation also provides for extraordinary cleaning measures and works on transboundary rivers according to international agreements.
