Abstract
This Executive Decree, approves the Regulation of the National Direction of Industrial Safety, Environment and Emergency within the Ministry of Petroleum. This Decree, consisting of 4 Chapters and 2 Annexes, establishes composition, duties and responsibilities of the above mentioned Direction.
The National Direction shall be entitled to: a) ensure with the other services of the Oil Ministry, the implementation of policies, strategies and National and sectoral guidelines on industrial security, management and control of emergencies and environmental protection; b) promote and cooperate on necessary improvement of practices and procedures relating to industrial security, management and control of emergencies and environmental protection in relation to dealing with risks, technological incidents, prevention and control of pollution, environmental management research and the adoption of best available technologies or models; c) coordinate and collaborate with other departments of the Ministry of Petroleum on standards, regulations, manuals and technical specifications related to industrial security, management and control of emergencies and environmental protection in all petroleum activities and biofuels, etc.; d) issue technical opinions on plans for industrial security, management and control of emergencies and environmental protection, as well as other related studies presented by industry and other entities, in collaboration with the Office of Inspection and monitoring their implementation; e) comment on the act of licensing for the pursuit of exploration and production, oil treatment, oil refining and petrochemicals, biofuels and distribution, as well as the loading and transportation of petroleum products on aspects of industrial security, management and control of emergencies and environmental protection; f) participate with other departments of the Ministry of Petroleum and other institutions Consultation, Environmental Impact Assessment and Environmental Permitting of all projects in the Oil Sector and biofuels.
