Abstract
This Executive Decree, approves the Regulation of the National Directorate of Industrial Safety, Quality, Emergency and Environment within the Ministry of Mineral Resources and Petroleum. This Regulation, consisting of 10 articles divided into four Chapters and 2 Annexes, establishes composition, duties and responsibilities of the above mentioned Directorate.
The National Directorate shall be entitled to perform the following activities: Ensure the implementation of national and sectoral policies, strategies and guidelines on industrial safety, management and control of emergencies and environmental protection; Promote and collaborate in the studies to improve practices and procedures related to the above mentioned sectors with special regard to risks, technological incidents, pollution prevention and control, environmental management, as well as the adoption of best practices and available technologies; Cooperate with other Ministry services and other entities in the elaboration of standards, regulations, manuals and technical specifications related to these sectors, in all mining, oil and gas activities and biofuels; Analyze and issue technical opinions on the industrial safety, management, prevention and control plans for emergencies, quality and environmental protection; Give advice for licensing on safety, management and control of emergencies, quality and environmental protection of activities and projects of the Sector, aiming at the prevention of occurrences of accidents; Participate with other institutions in the public consultations, projects submitted to environmental impact assessment, environmental licensing and respective audits; Promote, coordinate and participate in the elaboration of training programmes and exercises in these sectors, in the course of mining, oil and biofuel activities; Cooperate in multi-sectoral, regional and international programmes and projects related to the protection of the environment; Collaborate with other public and private entities in these sectors; etc.
