Abstract
This Executive Decree approves the Regulation of the Cabinet for Food Security within the Ministry of Agriculture and Forestry. This Regulation, consisting of 10 articles divided into three Chapters and two Annexes, establishes composition, duties and responsibilities of the above mentioned Food Safety Cabinet with the following competencies: a) Define and monitor the implementation of policies and strategies to improve food security; b) Conduct studies on issues related to food quality control standards; c) Develop policies ensuring the access to basic foodstuffs; d) Prepare the food balance sheet and report the availability of food at the country level; e) Carry out food security and vulnerability studies and provide the competent authorities with information on the magnitude of the situation; j) Manage the Rapid Alert System; g) Elaborate studies to promote actions to mitigate risks arising from natural disasters, with a view to minimizing their impact on livelihoods; h) Manage the System for Monitoring of Imports of Basic Food Products, including food aid; i) Conduct studies on the use of food stocks and draw up contingency plans; etc.
