Abstract
This Executive Decree, approves the Regulation of the National Directorate of Industrial Security, Emergencies and Environment of the Ministry of Mineral Resources, Oil and Gas (DNSEA). This Regulation, consisting of 10 articles divided into three Chapters and 2 Annexes, establishes composition, duties and responsibilities of the above mentioned Directorate, as a direct executive service of the Ministry, entitled to promote and ensure the implementation of national and sectorial policy on industrial safety, emergency management, prevention and control, quality and environmental protection in mining, oil, gas and biofuels activities, etc. In addition, the Directorate is entitled to: implement strategies and guidelines on industrial safety, management and control of emergencies and environmental protection; promote research to improve practices related to risks, technological incidents, pollution prevention and control, environmental management, and available technologies; cooperate with other Ministry services and other entities in the elaboration of standards, regulations, manuals and technical specifications related to mining, oil and gas activities and biofuels; give technical opinions on control plans for emergencies, quality and environmental protection, licensing on safety and environmental protection, etc.
