Abstract
This Executive Decree establishes and approves the Internal Regulation of the National Directorate for Climate Action and Sustainable Development (DNACDS) within the Ministry of Environment of Angola. Its primary objective is to define the organizational structure, legal framework, and operational mechanisms necessary for the Directorate to function effectively as the executive body responsible for coordinating national climate policies. The Decree seeks to ensure the coherent implementation of the National Strategy for Climate Change, the integration of sustainability policies, and the management of programmes and projects aimed at reducing greenhouse gas emissions and enhancing national resilience to climate impacts. The Decree also aims to operationalize the Directorate’s mandate in areas such as climate mitigation and adaptation, environmental monitoring and reporting, and sustainable development coordination. This includes overseeing Angola’s participation in global carbon markets, implementing the National Measurement, Reporting and Verification (MRV) System, promoting the transition to a low‑carbon economy, and facilitating partnerships at national and international levels.
