Abstract
This Presidential Decree approves the Statute of the Ministry for Environment (MINAMB). The Statute, consisting of 33 articles divided into four Chapters and three Annexes, establishes composition, duties and responsibilities of the above mentioned institution. Its mission is to propose the formulation, conduct, execution and control of the Executive's policy on the Environment, Climate Action and Sustainable Development, within the scope of the protection and conservation of environmental quality, pollution control, conservation areas and enhancement of the natural heritage, as well as the preservation and rational use of natural resources.
In particular, MINAMB has the following attributions: a) Coordinate the strategies, policies and programmes for the sustainable management of natural resources as a guarantee of Environmental Sustainability through the implementation, coordination, inspection and execution of the National Environmental Management Programme; b) Coordinate and ensure the implementation of mitigation measures, for the preparation of strategies, plans and projects on environmental management and climate change; c) Promote training and environmental education, dialogue and citizen participation for a better understanding of environmental balance phenomena; d) Preparing and promoting programs and projects to reduce greenhouse gases; e) Carry out strategic environmental assessments and create environmental control and monitoring systems; f) Ensure the protection and preservation of environmental components, and the ecosystems of recognized ecological and socio-economic value; g) Carry out the environmental licensing of activities likely to cause environmental and social impacts; h) Propose activities aimed to adopt legislative measures for the implementation of the environmental financing system; i) Promoting the circular economy through the implementation of waste value chain programmes, encouraging selective collection and the implementation of environmental standards (ISO). Encourage the private sector and environmental defense associations to develop projects that promote the creation of green spaces and contribute to the promotion of financing through International Funds; j) Ensuring that the natural heritage is the subject of permanent measures of valorisation, defense and preservation, through adequate involvement of the communities; k) Carry out the environmental licensing of activities likely to cause environmental and social impacts, under the terms defined in the Diploma that regulates Environmental Licensing; l) Establish and maintain a network of conservation areas including marine ones; m) Propose the creation, promotion, preservation and classification of local, regional and national conservation areas, promote and implement management programs for these areas; n) Promote studies and programs to encourage the use of environmental technologies in all sectors of economic activity, in order to reduce the pressure on natural resources; o) Carry out strategic environmental assessment and prevention of harmful impacts of human activities on the environment; p) Promoting the necessary measures to guarantee the safety and preservation of biodiversity; q) Ensure the implementation of the policy and recovery of natural sites that have been affected by any anthropic or natural processes; r) Coordinate and ensure the implementation of programmes, strategies, plans and projects for adapting and mitigating climate change; s) Define the environmental policy with a view to contributing to the economic, social and sustainable development of the country; t) Promote investigation, research, training in the field of the Environment, Climate Action and Sustainable Development; u) Propose, support, plan, coordinate, monitor and evaluate projects, programs and plans within the framework of operationalizing the carbon market; v) Mobilize national and international investments for the Sector, within the scope of the environment, climate action and sustainable development; w) Draw up and implement a program to control and monitor fires, etc.
