Abstract
This Law, consisting of 30 articles divided into four Chapters, approves the Basic General Regime of the National Planning System as a conceptual and normative framework for the elaboration, execution, registration, monitoring and evaluation of national planning. It is an instrument of regulation and promotion of national development, translated into objectives, strategies, plans, programmes and actions (projects and activities) of the Executive, and related results and impacts. The National Planning System aims to promote the sustainable, harmonious, balanced, sectoral and territorial development of the country, ensuring the fair distribution of national income, the preservation of the environment and the quality of life of citizens.
The specific objectives of the National Planning System are: a) ensure a stable macroeconomic environment conducive to the development of the market economy and to business and national competitiveness; b) contribute to the reduction of regional asymmetries and social inequalities; c) to safeguard the environmental balance, the rational use of natural resources and the preservation of historical and cultural heritage; d) express and harmonize the interests of economic agents, social groups, communities and other representatives of civil society; e) to promote the participation of civil society and the private sector in the definition and implementation of the strategic axes of national development; f) ensure the efficiency and effectiveness of the production of public goods and services and the activity of regulating the economy by the Executive Branch; g) frame efforts to mobilize human, technical, material and financial resources for national development, guiding their rational and efficient allocation; h) collect, treat, present and analyze information on the national reality, results and impacts of the plans, programmes and actions of the Executive Branch.
The National Planning System is guided by the following principles: respect for fundamental rights, freedoms and guarantees; respect for the Constitution and legislation; the nature of planning in relation to private enterprise, through the orientation of public expenditure, regulation and promotion of economic policy; flexibility of planning, with the aim of adjusting the changes in the socio-economic reality, the legal and institutional conditions of the country; subsidiarity, complementarity and coordination between the levels of national, sectoral, provincial and autarchic planning; shared responsibility between the central, provincial and local levels of the Executive Power in relation to the functions and obligations of the system; uniformity in the use of concepts, methodologies and tools of planning by the organs of the Central Government and the Provincial Governments; articulation of the planning instruments with the General State Budget; participation of civil society in national planning.
