Abstract
This Law establishes the Legal Regime applicable to the Creation, Organization, Operation, Management, Supervision, Evaluation, and Termination of Public Funds. Public Funds are cross-cutting in nature and created in the following areas: a) Economic and Productive Development: — capitalized for the purpose of generating returns and financing strategic medium- and long-term economic development projects; b) Investment, Savings, and Macro Fiscal Stabilization: — capitalized for profitability through strategic investments, savings, and macro fiscal stabilization; c) Social or Welfare: — capitalized to complement the provision of support and financing for initiatives promoting the well-being and quality of life of individuals, families, communities, culture, tourism, among others, and may be recapitalized; d) Infrastructure: — capitalized for the profitability and financing of infrastructure projects.

This Law amends the following: Article 31(2) of Law No. 7/04 of 15 October, Chapter IV of Law No. 3/07 of 3 September, Article 18 of Law No. 6/02 of 21 June, Section II of Chapter VIII of Law No. 25/12 of 22 August, and Chapter V of Presidential Legislative Decree No. 2/20 of 19 February, in matters relating to Public Funds.

Lei n.º 11/25: Do Regime Geral dos Fundos Públicos. — Revoga toda a legislação que contrarie o disposto na presente Lei, nomeadamente o n.º 2 do artigo 31.º da Lei n.º 7/04, de 15 de Outubro, a Lei n.º 9/06, de 29 de Setembro, o Capítulo IV da Lei n.º 3/07, de 3 de Setembro, o artigo 18.º da Lei n.º 6/02, de 21 de Junho, a Secção II do Capítulo VIII da Lei n.º 25/12, de 22 de Agosto, e o Capítulo V do Decreto Legislativo Presidencial n.º 2/20, de 19 de Fevereiro, na matéria respeitante aos Fundos Públicos.
